To develop an integrated vision for the transformation of Irkutsk Airport's existing site into a new urban district that is fully integrated into the Irkutsk Agglomeration and promotes the sustainable development of the territory.
ON THE RELOCATION OF IRKUTSK AIRPORT
As Irkutsk expanded, the airport gradually became surrounded by residential neighbourhoods, creating significant constraints for both aviation infrastructure and future urban development.

The relocation of the airport has been discussed at the national level since the early 1960s. Over the following decades, civil aviation planning institutes evaluated more than thirty potential sites for a new airport.

Despite numerous studies and planning proposals, the relocation project was never implemented during the Soviet period.

Today, the future of the existing airport site has become one of the key strategic issues for the long-term development of Irkutsk and the Irkutsk Metropolitan Area.

    The selection requirements are considered fulfilled when your organisation nominates two students or young professionals to participate in the competitive selection process.

    PhD candidates and university faculty


    REQUIREMENTS
    Pilots define the academic agenda of the workshop, formulate project objectives, coordinate the work of international teams, and guide the development of conceptual proposals throughout the design process.
QUALIFICATION REQUIREMENTS

English Language Proficiency:
B1 level or higher
Participants should feel comfortable working in an international environment and be able to communicate professionally in English.
Experience in Urban

Winter University brings together specialists from a wide range of disciplines. Applications are welcome regardless of your academic background. If you have education or professional experience related to complex territorial challenges, please highlight this in your portfolio - even if your primary field is geology, medicine, economics, or another discipline.
Education
Winter University welcomes applications from:
  • Senior undergraduate students (4th–5th year)
  • Master's students of any year
  • Young professionals with experience in urban planning, architecture, or spatial development

WORKSHOP TIMELINE

Autumn Session
Formation of international project teams, site analysis, identification of key challenges and opportunities, development of the design brief, and presentation of initial findings to the expert panel.





September 2026
Project Semester
Research and analysis of the study area, development of team strategies, and presentation of intermediate results to the local expert community.







October - December 2026
Winter Session
Development and justification of the conceptual proposal, spatial modelling, and presentation of projects to the International Jury.








February 2027
Final Stage
Refinement of project proposals, preparation of final visualisations, and presentation of completed projects as part of the educational programme.







March - May 2027

Is accommodation and meals provided?
Organising Committee
Accommodation is provided for all participants from one day before the workshop begins until one day after its completion.
Meals are not included. Participants arrange their own meals. IRNITU has an on-campus cafeteria offering affordable dining options.

Who covers travel expenses?
Organising Committee
Travel expenses are normally covered by the participant's home institution.
The Winter University Organising Committee provides an official invitation letter requesting your institution to support your participation and informs it about the expected travel costs.
Whether transportation expenses are reimbursed depends on your sending organisation.
Transportation related to excursions and official workshop events is covered by the Organising Committee.
